Department of Licenses & Inspections Launches Online License Renewal System: eClipse License holders can renew licenses online within 30 days of their expiration date using the eClipse system.   This is part of the Department of L & I’s move to an online license and permitting system throughout 2015. NOTE that applications for new business licenses, as well as for new and renewed trade licenses, are not yet available online. Current licenses renewals available online are: Amusement License – 3001 Auto Wrecking / Junk Yard License – 3374 Day Care (Family) – 3397 Dumpster License – Construction – 3232 Hazardous Materials License – 3335 Housing Inspection License – 3202 Motor Vehicle Repair/Retail Motor Fuel Dispensing License – 3311 Pawn Shop License – 3381 Precious Metal Dealer License – 3524 Public Garage/Parking Lot License – 3371 Towing License – 3383 Vacant Commercial Property License – 3634 Vacant Residential Property/Lot License – 3219 Vendor – Center City Vendor License – 3287 Vendor – Motor Vehicle Sales License – 3279 Vendor – Neighborhood Vending District License – 3288 Vendor – On Foot License – 3278 Vendor – Pushcart License – 3280 Vendor – Sidewalk Sales License – 3281 Vendor – Special Vending – 3289 In order to renew a license online, license holders will need to create an account using an email address. Once the business license renewal has been processed, users will be able to print an invoice and license certificate online. Online payments can be made via credit card or e-check, however they require a small fee. Other forms of payment, such as cash or money order, must be submitted in person to the Revenue Department in the Concourse of the Municipal Services Building (Philadelphia, PA 19102) and will delay license issuance.
